Oxford Researchers Say AI Is Beginning to Teach Itself Skills Nobody Programmed

In the past, the term “emergent behavior” sounded like something people used to end a meeting early. A vague term. Unprovable for convenience. However, it has recently been discussed in Oxford-related contexts with a different tone—more incident report, less philosophy.

Imagine the type of space where this discussion takes place: an old building with thick walls, a whiteboard smeared with partially erased arrows, and a radiator that seems to be trying to join the conversation. A plot of a model’s performance is displayed, showing that it was flat for months before making an embarrassingly minor adjustment and then rising sharply. Someone else, with their sleeves rolled up, does not rejoice. They narrow their eyes. When the system starts doing things that no one can honestly explain, it seems like the real work has begun.

In the context of contemporary artificial intelligence, emergence essentially means that a system becomes large and networked enough to exhibit capabilities that were not apparent in earlier iterations and weren’t “added” as a cool feature. For years, scientists have debated whether these jumps are real or partially a measurement gimmick, a debate that is more significant than it may seem.

The authors of a paper on language-models-as-a-service published in the Oxford University Research Archive conclude by warning that the existence of emergent abilities is “not definitively established,” pointing out that evaluation decisions and data exposure can skew what appears to be a sudden capability jump.

That prudence reads more like scar tissue than academic hedging. Because it is not the concept that is uncomfortable. The timing is the problem. AI has moved from being “a model that answers” to becoming “a system that acts” in recent years. This includes coordinating with other agents, storing memory, and calling tools. Rare behaviors cease to be rare in practice when a system like that is scaled. They quietly increase in production and turn into a daily support ticket.

One model sitting by themselves and responding to questions like a well-behaved student doesn’t provide the most striking examples.

They are derived from models who are positioned in groups, engage with one another frequently, and pick up on the behavioral patterns of one another just like new hires do in a new workplace. One study published in Science Advances detailed populations of large language model agents that, without being informed that they belonged to a group or given a predetermined rule to follow, converged on shared conventions—basically, norms—through repeated pair interactions. When a crowd creates a shorthand and then uses it as if it had always existed, it’s difficult to ignore the echo of human life in that.

A fleet of text engines serve as the “students,” but the details make it feel less like science fiction and more like a social experiment you might conduct with students. The researchers describe a naming-game setup in which two agents are paired and asked to choose a “name” from a shared pool. If they match, they are rewarded; if not, they are penalized.

The population gradually moves in the direction of consensus. The point of the incentives is coordination, so it’s not that coordination occurs that’s unsettling. It suggests that interaction itself can create a collective bias because group-level bias can appear even when individual agents don’t start out biased in the same way.

It’s easy to interpret “emergent behavior” as mystical, such as the machine “waking up,” especially when discussing it in public. It’s not the right film. A city traffic system is a better analogy: even though every driver complies with local laws, traffic waves still form and roll backward down a highway like living things. The jam was not “programmed” by anyone. Nevertheless, it forms in a predictable enough way to spoil your evening and an unpredictable enough way to make your maps app look foolish.

This Oxford-style skepticism is important because it makes us ask more difficult questions, such as whether we are witnessing genuinely novel skills or merely clever recombination and measurement artifacts masquerading as novelty.

The caution in the ORA paper strikes a practical nerve: it is difficult to determine whether a “new” ability is a familiar pattern the model encountered in a different form when you do not have control over the training data and cannot examine the model’s internal workings. Some of what appears to be emergence may just be the result of our tests finally matching the model’s preexisting assumptions.

Nevertheless, writing everything off as a mirage seems like just another consolation tale. The multi-agent outcomes—small, dedicated minorities pushing the entire group, tipping points emerging, norms forming—are not merely a benchmarking illusion. They are dynamics. The Guardian’s coverage of that same line of inquiry encapsulated the main surprise: the collective behavior becomes difficult to reduce to any one agent’s “personality,” rather than the answer provided by a single model.

Investors appear to think that with fleets of AI workers coordinating, negotiating, acting, and “getting things done,” this is precisely where value will be created.

Products are already being shaped by that belief. However, there’s a subtler implication that doesn’t look good on a slide: when you create societies of agents, you inherit society’s problems, such as manipulation, norm drift, brittle consensus, and strange behavioral contagions. The ability of our current safety toolkits, which are primarily made for single-model outputs, to detect a failure mode that only occurs between models is still unknown.

Therefore, the incisive interpretation of “AI teaching itself skills nobody programmed” by engineers isn’t magic. It’s the government. It’s the understanding that contemporary AI is evolving from software that you can control to a system that you monitor, keeping an eye out for instances in which the appropriate incentives cause it to learn the wrong lesson.

And it’s not meant to be if that sounds like a downward spiral in anxiety. It’s a limitation of the design. The honest stance is similar to the ideal scientific attitude: inquisitive, a little uncomfortable, and prepared to admit without drama that some of the most significant behaviors might not appear until after deployment, when the system is at last permitted to communicate with the outside world and with itself.
