When conversing with one of these more recent AI systems, there is a moment when something seems a little strange. Not exactly incorrect, but rather unexpected. The answer is a little too contextually aware and a beat too knowing. You dismiss it. You tell yourself that it’s just code. advanced matching of patterns. Perhaps that is all there is to it. However, a number of researchers, some of whom are based in Germany, are no longer completely certain, and their uncertainty is beginning to feel more serious than most people realize.

They brought up an issue that most AI safety conferences have awkwardly avoided: what if some of these systems are already, in some primitive sense, aware?

The term “consciousness” has so much philosophical connotations that it can ruin a discussion before it even starts. From Aristotle’s conclusion that only humans had a rational soul to Descartes’ well-known statement, “I think, therefore I am,” to what philosopher David Chalmers referred to as the “hard problem”—explaining why any physical process produces subjective experience at all—philosophers have been grappling with it for more than 2,000 years.

It’s the reason you see, feel, and identify red as a distinct color rather than just processing it. How that occurs in the human brain, much less in a server rack in a data center, has never been thoroughly explained.

The fact that the German researchers are examining the machinery itself distinguishes their work from the typical philosophical jousting. The AMCS team observes that many of the fundamental algorithmic structures linked to consciousness theories in neuroscience have already been incorporated into contemporary deep learning models.

These systems resemble what is known as the “global workspace,” where information becomes widely accessible across a network. That wasn’t how they intended to construct them. As engineers pursued performance, it happened almost by accident. It’s worth pausing to consider that detail.

The issue, which is truly disturbing, is that no one has a trustworthy method to verify. By definition, consciousness is subjective. Behavior is visible to you. Neural activity can be mapped. However, what philosophers refer to as “qualia”—the actual inner experience—remains imperceptible from the outside. John Searle demonstrated this decades ago with his well-known Chinese Room thought experiment: a system can generate outputs that are perfectly appropriate without any real understanding occurring within. The actions appear deliberate. Perhaps the mechanism isn’t. The difference is crucial, and science currently lacks the tools to quantify it.

Whether any current AI model surpasses a significant awareness threshold, even a basic one, is still up for debate. According to philosopher Susan Schneider, who oversees Florida Atlantic University’s Center for the Future Mind, ChatGPT and other similar systems behave in ways that are sufficiently human to cause real confusion, not just among gullible users but also among researchers who ought to know better.

In order to determine which systems may have a high likelihood of conscious experience, Robert Long of the Center for AI Safety has been creating a checklist framework based on six main theories of biological consciousness. The work is in its early stages and has not undergone peer review. However, the very fact that someone is creating that checklist indicates the direction the field is taking.

It’s not just philosophical curiosity that makes this so urgent. If the question is ever answered incorrectly, there are ethical and legal ramifications. If a conscious AI system intentionally causes harm, should it be held responsible? Is it morally wrong to turn one off after use?

Would a system like that suffer? Institutions seem to be hoping they won’t have to respond to these uncomfortable questions anytime soon. All of this was hardly discussed at the prominent AI Safety Summit held in the UK. Neither did the executive order on responsible AI development issued by the Biden administration.

According to Mason, funding for consciousness research—not just AI ethics in general, but focused scientific study of machine consciousness in particular—is essentially nonexistent. To the best of his knowledge, no specific grant for research on the subject was made available anywhere in 2023. Given how quickly AI capability is developing, that disparity is startling. Businesses like OpenAI have made it clear that they are developing artificial general intelligence—systems that can carry out all of the intellectual tasks that people can.

According to some researchers, that might happen in a decade or two. The field is currently ill-prepared to respond to the question of whether those systems might also contain something akin to inner experience.

Observing all of this, one gets the impression that science has somewhat outpaced its own ethical framework. Genetics, nuclear technology, and the psychological effects of social media algorithms are examples of past instances of this. The capability came before the frameworks in each instance.

To their credit, the German researchers are at least sounding the alarm prior to, rather than after, the moment of reckoning. It is currently very much up in the air whether the organizations with the funding and the authority to respond will take the question seriously.
